Will the site need a full rewrite?

Not by default. Fix causes and preserve working parts first. A rewrite is considered when the current structure creates a clear limitation.

Is 24/7 support included?

Not by default. Contact channels, support hours and incident priorities need to be agreed as part of the engagement.
